TOWN BOARD MEETING OF SEPT. 3

Board member Andrew McRell was absent from this meeting.

Minutes: The minutes of the previous meeting were approved.

Correspondence: Tim Bade, Terry Schultz and Peggy McGuire showed the board plans for the proposed new Livingston Manor-Roscoe Library building on the library’s current site in the Manor. The plans showed the new property lines, proposed side walks and handicapped parking. The library would also like to extend the sidewalks on Main Street up to the site, paid for by funds from the town’s recently received NY Forward grant. McGuire thanked Legislator Brian McPhillips for his help resolving the deed’s property lines.

A letter was received from Collier Engineering congratulating the town on the NY Forward grant, expressed interest in offering their services for whatever projects are selected.

The Sullivan Volunteers recognition luncheon will be held at Resorts World Catskills in Monticello on Sept. 24, from 11 a.m. to 2 p.m. RSVP by Sept.

The O&W Rail Trail Neversink bridge ribbon cutting ceremony will be held on Thursday, Sept. 17, at 4 p.m.

Old Business

Permissive Referendum: A resolution authorizing the sale by the Town of Rockland of a parcel of vacant land at 16 Meadow Street in Livingston Manor, tax map parcel 46.-1-19, to the Catskills Community Land Trust for the appraised value of $18,000 was approved by the board in a roll-call vote.

The town’s Local Planning Committee, a group organized to review project proposal applications for NY Forward grant funding held its first meeting on Sept. 1. Public engagement activities will be on Sept. 6, from 10 a.m. to 1 p.m., and Sept. 17, from 2 to 4 p.m., both sessions at the town hall.

New Business

The following resolutions were required and were passed by the board.

Fall dump day will be held on Saturday, Oct. 3, from 8 a.m. to 2 p.m.
Enter into an agreement not to exceed $6,500 with Choice Words, a grant writing consultancy in New Paltz, for assistance in the preparation of a strategic investment plan for the town.
Hire James Dworetsky at $16.50 an hour to work at the town’s Twin Village Golf Course clubhouse in Roscoe.
Purchase the 2018 dump truck from the Highway Dept. for the Parks Dept. for a total of $15,000.
Modify the 2026 budget in the amount of $6,975 for the purchase of a UV ballast post-aeration blower, and $1,640 for TAM jet post-aeration blower. These machines are flood-related expenses.
Issue a noise ordinance permit to Jessyca Wolcott for a movie event at Niforatos Field in Roscoe on Friday, Sept. 18, from 6 to 10 p.m. The board agreed to waive the fee for this nonprofit youth organization.

Department Heads: Chris Bury, Water and Sewer: One sewage plant blower seized up and it is being worked on by Witcon. Both clarifiers should be fixed by October.

Approval of Bills: The bills on Abstract #17 were approved.

Executive Session: The board went into executive session at 7:42 p.m. and exited at 8:08 p.m. The meeting was then adjourned.

TOWN BOARD MEETING OF SEPT. 17

Due Process Hearings: The hearing for the property at 16 Meadow Street in Livingston Manor was opened. Since there was no public comment, the process was closed.

Also with no public comment, hearings on properties in Roscoe at 36 Miller Heights Road and 54 Yorktown Road were opened and subsequently closed.

Minutes: After a correction was made by Supervisor Rob Eggleton, the minutes of the previous meeting were approved. The minutes were corrected to state James Dworetsky was hired at $16.50 per hour.

Correspondence: Sullivan 180 is having an autumn celebration on Wednesday, Sept. 23. The Sullivan County Historical Society dinner will be held on Sunday, Oct. 18, at the Rockland House. The Livingston Manor-Roscoe Library will give a presentation on flooding at the Roscoe branch on Sept. 21 and 22 at 5 p.m.

Old Business

Resolution Required: The following resolutions were required and were passed by the board.

Draw up a contract for the sale of 16 Meadow St. and authorize Eggleton to sign all documents.
Demolish the structure at 36 Miller Heights Road and condemn the building at 54 Yorktown Road.

New Business

The first budget workshop will be held Oct. 5, at 7 p.m. There will be some changes to the tax bills.

Resolutions Required: The following resolutions were required and were passed by the board.

Authorize the Town of Rockland Court to apply for a Justice Court Assistant Program grant in the 2026-27 grant cycle for up to $30,000.
Open a Water and Sewer bank account at Wayne Bank, so that payment can go directly to the department.
Authorize the appropriate town officers and employees to accept and process payments that are not more than $10 more or less than the amount due, without requiring a corrected check.
Approve the budget modifications of $110,000 for the Highway Dept. to repair damage due to the recent flooding and of $84,000 for a new truck.

Department Heads: Chris Bury, Water and Sewer: The department is still dealing with effects from the flooding. A hydrant on Arts Blvd. will have to be replaced. Roger Decker, Highway: Stream work is being done, and crews are setting up more riprap. Glenn Gabbard, Code Enforcement: The elevator at Sherwood Heights is working again. Karrie Jara, Town Justice: The town recently approved hiring court guards.

Resolution Required: A resolution was required and was passed by the Board.

Hire Robert Foster and Jason Gorr as security guards at the courthouse at $30 an hour, starting Oct. 1.

Approval of Bills: The bills on Abstract #18 were approved.

Executive Session: The board moved into executive session at 7:31 p.m. to discuss collective bargaining negotiations, and exited at 7:57 p.m. The meeting was then adjourned.
